Collective Bargaining in Times of Change - An Explorative Study on Current Developments and Challenges
Abstract: Current economic and societal developments, along with examples from recent negotiations, suggest that the dynamics of collective bargaining are evolving. This study explores new trends and challenges in collective bargaining through an explorative, interview-based approach with practitioners in Germany. To address gaps in existing literature, the study focuses on the actual negotiation processes rather than general outcomes and also considers plant- or firm-level negotiations with works councils, which have been largely overlooked in prior research that primarily focuses on national or multi-company negotiations with trade unions. While interviews are still ongoing, initial findings indicate that decision-making on the employee side is becoming increasingly decentralized, with more stakeholders involved. Additionally, trade unions are adopting a tougher stance in negotiations, pushing for higher demands and employing new strategies and tactics, such as madness in negotiations.
