Evaluating The Efficacy of The Rooney Rule In Promoting Gender Diversity

Outcome-oriented quotas reliably increase gender diversity but also generate pushback. In a two-stage incentivized experiment (N=3,000) that simulates a real hiring process, we test the efficacy of a process-oriented quota that requires the inclusion of at least one woman in the shortlist and whether transparent implementation can undermine its effectiveness.
